Bell-Bardia – Stage One

Collective Engineering is proud to be working with Architectus and Homes Victoria in bringing a transformative housing project to life in Heidelberg West, located on land between Bell Street and Bardia Streets in the City of Banyule.
This development received planning approval earlier in 2025 to deliver 104 new homes, including 53 social homes and 51 affordable homes, providing more and better homes for Victorians while addressing the critical issue of housing affordability.
Situated just 10 km northeast of Melbourne’s CBD, the Bell-Bardia site is ideally located near essential amenities, including education facilities, public transport, the Bell Street Mall, the Austin Hospital, and key destinations like Darebin Creek and Northland Shopping Centre. This prime location ensures residents will have easy access to everything they need for a connected and convenient lifestyle.
The stage one development focuses on the eastern portion of the Bell-Bardia site, delivering a mix of one-, two-, and three-bedroom apartments, all designed to be all-electric, energy-efficient, and comfortable. Designed to reach a 5-star Green Star energy rating and a 7-star NatHERS rating, these homes will be more affordable to heat and cool, offering long-term savings for residents. The development includes accessible accommodation for people with disabilities, ensuring that the housing meets diverse community needs.
The project is creating a vibrant, community-focused environment with new landscaped communal green spaces and pathways that seamlessly connect the homes to the surrounding neighbourhood. Funded through the Australian Government’s Social Housing Accelerator and the Victorian Government’s Big Housing Build, the Bell-Bardia – Stage One development is a step towards building a stronger, more inclusive community in Heidelberg West.
Construction started in September 2025, with expected completion in 2027.
